JOB DESCRIPTION: RESEARCH DATA ANALYST
Position Title: Research Data Analyst
Location: Headquarters, Fiji Corrections Service
Reports to: Director Planning and Policy
Indirect Reports: Data Entry Clerks, Research Assistants
Position Purpose
The Research Data Analyst is responsible for collecting, analyzing, and interpreting data related to the operations of the Fiji Corrections Service (FCS). This role supports decision-making, policy formulation, and strategic planning by providing accurate and actionable insights based on quantitative and qualitative data. The analyst will work on various research projects, perform statistical analyses, and assist in developing reports and presentations for management.
Key Responsibilities
- Gather data from various sources, including correctional facilities, inmate records, staff performance, and rehabilitation programs.
- Design and implement data collection methods to ensure accuracy and consistency.
- Maintain and update databases, ensuring data integrity and security.
- Assist in the development of surveys, questionnaires, and other data-gathering tools.
- Conduct quantitative and qualitative analyses on operational and institutional data to identify trends, patterns, and correlations.
- Use statistical software (e.g., SPSS, Stata, R, or Python) to perform advanced statistical analyses, including regression, forecasting, and hypothesis testing.
- Analyze data related to inmate demographics, recidivism rates, correctional staff performance, and program outcomes.
- Develop and apply models to evaluate the effectiveness of correctional programs and policies.
- Prepare detailed reports, data summaries, and research papers to present findings clearly and effectively to senior management.
- Create visual representations of data, including charts, graphs, and dashboards, to communicate insights.
- Present research findings to FCS senior management on a timely basis
- Assist in preparing data-driven reports for external audits, government submissions, or international corrections conferences.
- Provide data-driven insights and recommendations to inform FCS policy development and operational improvements.
- Collaborate with different departments to provide data analysis that supports strategic initiatives.
- Contribute to research projects that assess the impact of new correctional policies or programs, ensuring evidence-based decision-making.
- Analyze the performance of rehabilitation programs and provide recommendations for enhancing their effectiveness.
- Stay updated on trends and best practices in corrections research and data analytics.
- Assist in formulating and conducting research projects that aim to improve the overall efficiency and effectiveness of FCS operations.
- Ensure that all data collection and analysis adhere to data governance policies and standards.
- Perform regular audits and quality checks on data sources to ensure accuracy and reliability.
- Assist in developing guidelines for data management practices within FCS.
- Ensure compliance with all relevant legal and ethical standards for handling sensitive data, particularly inmate-related information.
- Provide training and support to FCS staff on data collection, analysis, and the use of data-driven tools.
Qualifications and Experience
A Post Graduate Diploma in computer science, computer engineering, statistics. 4 – 5 years’ experience in statistical analysis and reporting. Bachelor Degree in Statistics, Economics or related field will be an added advantage.

- Proficiency in data analysis software (e.g., SPSS, Stata, R, Python, Excel etc).
- Strong statistical analysis and data visualization skills.
- Excellent written and verbal communication skills, including report writing and presentations.
- Ability to manage multiple research projects and meet deadlines.
- Critical thinking and problem-solving abilities, with attention to detail.
- Familiarity with correctional systems or criminal justice research is a plus.
- Strong organizational skills and the ability to work independently or in a team.

Working Conditions
- The Research Data Analyst will be based at FCS Headquarters but may occasionally travel to correctional facilities to gather data or conduct fieldwork.
- Standard office hours, though occasional extra hours may be required to meet project deadlines.
- May involve working with sensitive and confidential data, requiring adherence to strict ethical standards and FCS data policy.
